The ability to communicate has always been a key component in any war. Think about Olympia or Waterloo! Traditionally only military networks allowed communication in remote regions. However, with mobile communication everybody can communicate freely very often better than the troops. The Taliban in Afghanistan use modern equipment to tap into the soldiers calls hom and to locate the troops. Thus the military loses in the information war.
Now it would be very easy to destroy the mobile phone infrastructure in Iraq. However, there is a “gentleman’s agreement” between all parties not to do that because every party needs the mobile communication infratructure for communication with the private sector, logisitics etc. Taking away the ability to use mobil phones to manage the daily scores in Iraq wuld probably create a public uproar. Thus the troops have to fight against a “well informed” enemy. In modern times you need intelligence not only weapons.
